Columbus Housing Improvement Program

The Columbus Housing Improvement Program, administered by the City of Columbus, offers funding for the rehabilitation of owner-occupied homes. This program provides financial assistance for repairs including roof replacement, HVAC upgrades, and aging-in-place improvements such as accessible bathrooms, improved lighting, ramps, and other accessibility modifications.

Eligibility

Available for single-family owner-occupied homes within the city limits of Columbus. To be eligible, homes must be insured, not located within a 100-year floodplain, and property taxes must be current. They should also be in compliance with city ordinances and be permanent units with foundations (most mobile homes are not eligible). Additionally, homes being purchased on contract are not eligible for the program. Applicants must meet income guidelines provided by HUD to qualify.

Horizon House Emergency Family Shelter

Public Housing

Public Housing works from a first-come-first-served waiting list based on two preferences.  The Public Housing waiting list must be open in order to apply.  Waiting list openings and closings are advertised two weeks in advance of the date through local media. The approximate wait to be selected from the Public Housing waiting list is 12 – 18 months.  Applicants selected from the Public Housing waiting list that respond by the given deadline must go through an interview to determine program eligibility.

Rapid Re-housing and Prevention Program

Program for homeless individuals and families. The program consists of two forms of assistance, coaching and financial assistance. Coaching includes, but is not limited to, goal setting, budgeting, referrals, etc. Coaching assists participants to move forward towards stability. Participants MUST be willing to work towards their goals and work within the program. The financial assistance can come in the form of rent and utility deposits, arrears on rent or utilities, and partial rent assistance. Financial assistance is dependent upon participation in the coaching process. Participants MAY receive assistance anywhere from one month up to one year. This will be based on individual need and the need is determined on a month to month basis.

Section 8 Housing

The Housing Choice Voucher Program comprises the majority of the Indiana Housing and Community Development Authority’s Section 8 rental assistance programs. IHCDA administered vouchers help approximately 4,000 families’ pay their rent each month. Eligibility for the Housing Choice Voucher program is based on a family’s household income. The voucher covers a portion of the rent and the tenant is expected to pay the balance. The tenants’ share is an affordable percentage of their income and is generally calculated between 30 to 40 percent of their monthly-adjusted gross income for rent and utilities.

Section 8 Housing

Housing Choice Voucher (HCV) or Section 8 is a program that issues eligible families a housing choice voucher.  Families search for units and pay their portion of rent based on income to the private landlord, and Columbus Housing Authority pays our portion to the private landlord each month.    If your family is determined eligible, you will be issued a housing choice voucher to search for a suitable unit.  Once you have found a unit that is determined to be rent reasonable by Columbus Housing Authority, it must pass one of our Housing Quality Inspections.  Once it passes inspection, you will sign a lease with the landlord.  Your landlord will then sign a Housing Assistance Payment Contract with Columbus Housing Authority.
